but now Chirikova isn't "allowed" to run for election

Russian environmental activist Yevgeniya Chirikova has publicly been opposed to the plans to build through Khimki Forest for many years, and was even successful in helping convince the European Investment Bank and the European Bank for Reconstruction and Development to turn their backs on the project in 2010.

Due to this, Chirikova thereafter became a subject of government intimidation that threatened her custody of her children. This ultimately led to Chirikova and her family's immigration to Estonia in 2015.

As a consequence to the Russian government's treatment of Chirikova, Pussy Riot believes that Russians aren’t being allowed to elect any kind of opposing voices like Chirikova's in their elections.
